Progressive Urban Property Management is a full-service company for property owners and investors and a division of Progressive Urban Real Estate, which has been serving Northeast Ohio communities since 1986. We manage residential and commercial properties from condos and single-family homes, to large multifamily properties in Cuyahoga and Lorain counties. We provide renovation services, rent collection, tenant placement, voucher programs, maintenance, repairs, eviction proceedings, and everything in between. Our office is located in the heart of the Ohio City neighborhood in Cleveland.

Our Team

Progressive Urban Property Management’s true advantage is its team, which is composed of well-qualified and experienced professionals from our leasing agents to our in-house maintenance technicians. Our team is customer-oriented and always happy to serve property owners and tenants. Our team understands how to manage profitable rentals while providing a quality and safe home that tenants will want to live in for years.

Leadership

Progressive Urban Property Management is led by George Rofail, a local real estate agent, landlord, and entrepreneur. George has had roots in the rental business since he was 14 years old, doing property management duties for his parents’ rental properties. He is a proud graduate of St. Ignatius High School of Cleveland and also has a mechanical engineering degree from Case Western Reserve University and an MBA from Penn State University. While managing his family rentals and his own rental properties, George understands the advantages and challenges of the rental market in Northeast Ohio. George is also a firm believer in processes and systems to provide property owners and tenants with consistent and positive experience.

PUPM – New Owner Onboarding FAQ

1. Company Structure & Communication

Who is my point of contact?

PUPM does not use a single point of contact model. We operate through specialized departments (Resident, Leasing, Maintenance, Accounting) that report to the Operations Director and Owner. Each department manager has an open calendar for scheduling meetings.

How do I communicate with PUPM?

At PUPM, communication is primarily handled through our departmental email inboxes, Buildium, which serves as our main platform for updates and messaging, and our direct office phone line. Our receptionist manages incoming calls through a dedicated phone system that allows owners and tenants to connect with the appropriate department. In addition, each department manager provides a direct calendar scheduling link, enabling owners to conveniently book calls as needed. For emergencies, PUPM maintains a 24/7 emergency response line to provide immediate assistance.

Does PUPM use remote staff?

To provide excellent and efficient service, PUPM utilizes a team of 16 remote coordinators who handle basic to medium-level tasks. Although our full management team is based in Cleveland, these remote team members are full-time PUPM employees, not a call center. They are deeply integrated into our operations and play a vital role in our day-to-day workflow.

2. Leasing & Applicant Screening

When will my unit be listed for rent?

PUPM ensures all tenant standards are met and that the unit is fully rent-ready before anyone views it in person.

How do you evaluate applicants?

Applications are reviewed on a first-come, first-served basis. PUPM makes all final decisions based on standard screening criteria.

Do you comply with Fair Housing Laws?

PUPM strictly follows all Fair Housing Laws. Any owner who violates or asks PUPM to violate these laws will be immediately terminated.

3. Property & Unit Standards

What are your Make-Ready Standards?

PUPM follows HUD Housing Quality Standards (HQS). Units must meet HQS before entering the leasing phase. Requirements include grounded outlets, functional windows, and safe living conditions.

What are your Appliance Requirements?

Owners must provide a refrigerator and stove in all units. New appliances are strongly recommended. PUPM provides quotes for new appliances only.

How do you control maintenance costs?

PUPM has a significant advantage through its in-house maintenance team. This allows PUPM to better control repair costs, quality, and response times. PUPM also maintains a vetted network of vendors and continuously reviews vendor performance to ensure quality service.

4. Utilities & Billing

How are utilities handled?

Owners are fully responsible for all property utilities, and utility accounts must be in the owner’s or tenant’s name. PUPM can assist with utility activation and disconnection requests for a $15 fee.

5. Payments & Financial Policies

When do you do owner payouts?

PUPM processes owner payouts weekly based on cleared rent payments.

6. Move-Out, Security Deposits, & Legal Compliance

How are Security Deposit disbursements decided on?

PUPM determines deposit disbursement based on a move-out walkthrough, legal compliance, and fair documentation.

7. What to Expect in the First 30 Days

What is included in the Initial Setup?

PUPM reviews your property, onboards it into its systems, verifies utilities, and ensures compliance. Owners are guided through the systems, introduced to the team, and provided with communication best practices.

Introduction to Systems

You will receive access to Buildium and instructions for monitoring your property and financials.

Make-Ready or Inspection

If applicable, the unit undergoes an inspection to determine necessary repairs or compliance updates.

Marketing & Leasing Preparation

If the unit is rent-ready, listing preparation begins, including photos and marketing materials.

8. Overall

What if I want to cancel my management agreement?

You can cancel the agreement at any time at no cost with a 30-day notice.

What if I want to sell my property?

If you would like to sell your property, Progressive Urban Real Estate offers experienced in-house real estate professionals who can assist with maximizing your property’s value. PUPM cannot continue managing a property that is listed with a brokerage outside of Progressive Urban Real Estate.
